TENDER FOR DESIGN, SUPPLY, DELIVERY AND INSTALLATION OF CRICKET BALL STOP NETTING AT FIELD OF INDIAN ASSOCIATION, 69, BALESTIER ROAD

INTRODUCTION

Singapore Cricket Association invites tenderers to submit bids for:
Design, delivery and installation of pole and ball stop netting alongside to the Balasteir road at the open field at 69, Balestier Rd, Singapore 329677

GENERAL 

  • Bidders must have a relevant track record and experience to provide the services.
  • Bidders must satisfy all technical and commercial requirements contained in this document.
  • All costs related to temporary structures and supplies shall be borne by the successful contractor.
  • The successful contractor shall be responsible for any damage at site or part of building on-site by the contractor or his workmen or agents. All reinstatement work must be made good to the satisfaction of the Singapore Cricket Association and the Singapore Indian Association.
  • All works at the site shall be carried out during office hours between 8 am to 6 pm from Monday to Saturday. No work shall be carried out on Public Holiday/Sunday unless otherwise approved. The successful contractor shall, in any case, submit a work schedule for approval after the award of the tender.
  • The successful contractor must ensure that necessary warning signage and safety barricades are in place at all times during installation and shall undertake all safety precautions and indemnify the Singapore Cricket Association and the Indian Association against all claims and damages including claims from 3rd parties and public arising from any adverse occurrences at worksites in possession of contractor.
  • All works shall comply in all respect with any relevant Statutory Regulation, Bye-Laws and other Regulations currently in force. PE endorsements and relevant permissions and Govt. approvals are the responsibility of the contractor for this tender.
  • Particular attention is required for the structural strength of Poles and netting.
  • The Singapore Cricket Association reserves the right to cancel any request for tender at any time.

SCOPE OF WORKS

The successful contractor will be required to:

  • Design and erect a structurally sturdy 25-metre pole (with PE endorsement) for the roadside of Balestier road to ensure as indicated in attached “Ball Stop Netting”.
  • Provide and install a black colour knotted netting.
  • Poles must come with a Pully with a metal cable to replace the netting.
  • All Govt. approvals responsibility of vendor to obtain.
  • PE endorsed plan is required to be submitted by successful contractor.

MANUFACTURING REQUIREMENT

  • All components shall be designed and manufactured as a system
  • Durability: All exposed components shall be constructed of corrosion resistant material and/or coated to help prevent corrosion.
  • All exposed carbon steel shall be hot dip galvanized per ASTM A123.
  • All exposed aluminium shall be powder coated with high performance polyester or anodized.
  • All exterior reflective inserts shall be anodized, coated, and protected from direct environmental exposure to prevent reflective degradation or corrosion.
  • All exposed hardware and fasteners shall be stainless steel of 18-8 grade or better, passivated and coated with aluminium-based thermosetting epoxy resin for protection against corrosion and stress corrosion cracking.
  • Structural fasteners may be carbon steel and galvanized meeting ASTM A153 and ISO/EN 1461 (for hot dipped galvanizing), or ASTM B695 (for mechanical galvanizing).

STRUCTURAL PARAMETERS

  • Wind Loads: Wind loads shall be based on the 2009 International Building Code.  Wind loads to be calculated using ASCE 7-05, a design wind speed of 100mph, Exposure Category C and wind importance factor of 1.0.
  • Structural Design: The stress analysis and safety factor of the mounting brackets shall conform to 2009 AASHTO Standard Specification for Structural Supports for Highway Signs, Luminaires, and Traffic Signals (LTS-5).

WARRANTY

  • A 10-Year Warranty: Successful contractor / manufacturer shall supply a signed warranty covering the entire system for 10 years from the date of installation.
  • Warranty shall guarantee specified poles; include all individual nut, bolts and maintenance.
  • Warranty shall cover all parts and labor expenses including lift rental if needed.
  • A sample warranty document is to be submitted by bidder, the contents of which will go into evaluation.

INSURANCE

  • Appointed Contractor has to take Contractors’ All Risk Insurance and Work Injury Compensation Insurance before starting of any works. All the documents need to submit to SCA at least one week prior to the commencement of works.

PAYMENT TERMS

There will be two progress payments as follows:

  1. The Contractor shall submit to SCA, a copy of 1st progress payment upon delivery of material. SCA will certify the claim and process it for payment.
  2. Final payment upon completion of whole works.
  3. There will be 5% retention sum from the total contract price for 6 months (during Defects Liability Period) and will be released upon completion of DLP.

TENDER SUBMISSION

Bidders are required to submit the following:

  • Tender submission document (sample enclosed – duly signed to indicate acceptance.
  • Price submission form (format enclosed – duly filled and signed without qualifications. Bidders who have deviations or alternative proposals may indicate so in a separate document and submit for consideration).
  • Product Brochures – for poles and netting.
  • Proposed Warranty Document, including the proposed DLP for other materials supplied and workmanship.
  • The list of contractors who will be undertaking installation if awarded.
  • Price validity if applicable.

This was followed by the Government announced today that all entertainment venues in Singapore to close, gatherings outside work and school limited to 10 people.

Events

All events and mass gatherings (e.g. conferences, exhibitions, festivals, concerts, sporting events, trade fairs) must be deferred or canceled, regardless of size. This is a tightening of the previous requirement where all events and gatherings were to be limited to fewer than 250 participants.

We will closely follow government regulations and Sport SG advise/directions which will translate into a new directive for SCA TC.

Singapore has won the ACC Eastern Region T20 2020 tournament held in Bangkok, Thailand from 29th February to 6th March 2020. Under the captaincy of Amjad Mahboob, Singapore beat Thailand in the opening day of the tournament and then comprehensively beat Malaysia by 128 runs on Day 3, thanks to an unbeaten 92 from just 32 balls from Timothy David. We beat Hongkong in the penultimate match by 16 runs and secured a spot in the Asian Cup Qualifier to be held in Malaysia in August 2020. Our final game against Nepal was abandoned and ensured that we finished first in the table. There were some great individuals performances throughout the tournament from Siddhant Singh who finished as the top run-scorer of the tournament with 153 runs and Anantha Krishna who finished with 8 wickets, who is a joint top wicket-taker of the tournament along with Aftab Hussain from Hong Kong.

Hong Kong also booked their spot in the Asia Cup Qualifier when they beat Malaysia today, finishing the tournament in the second position.

Earlier UAE and Kuwait reached the finals of 2020 ACC Western Region T20 (held from 23 to 27 February 2020 in Muscat, Oman) and they will join Singapore and Hong Kong in Asia Cup Qualifier in August 2020.

SCA has announced their 14 man squad for the upcoming ACC Men’s T20 Eastern Region tournament, scheduled to be held in Bangkok, Thailand from 29th Feb – 7th March 2020.

The top two teams from this will advance to the final qualifier tournament which will determine the sixth team to take part in the 2020 Asia Cup. Other competing teams are Bhutan, Hong Kong, Malaysia, Myanmar, Nepal and Thailand. China was originally scheduled to take part, but they withdrew in February 2020 due to Novel Coronavirus outbreak.

Singapore’s team will be captained by fast bowler Amjad Mahboob and mark the first tournament to be coached by legendary coach Dav Whatmore, with Rajesh Chauhan as the team’s strength and conditioning coach, Subramaniam Veerasamy as their physio, and Narendran Jayaraman as the team’s manager.

 

Due to the 2019 Novel Coronavirus situation, Singapore Cricket Association has decided to postpone the Basic Scoring Course this weekend (15 & 16 Feb 2020).  We will inform you of the new dates when the situation improves.

In light of the Ministry of Health’s issue of advisory, all large-scale events are being cancelled for under 16 age group. This is due to the recent outbreak of 2019 novel coronavirus, SCA has decided to cancel all Academy activities until further notice.

Also, SCA Awards 2019 scheduled to be held on the 21st February 2020 will be postponed to a future date.

Stay safe, remain vigilant and practice good personal hygiene, such as washing your hands regularly, at all times.

It was a daunting task for the SCA academy to compete in any tournament at the junior level. After the closure of its academy in 2017 due to Kallang ground taken back by Sports SG. SCA Academy started its program right from scratch in 2019.

SCA Academy had to face many hurdles in terms of ground, logistic and lack of quality coaches due to discontinuation. It stood firm and its panel of coaches work hard to get back on track.

The academy used to run its program in Kallang since 2011 which-groomed many players like Janak Prakash, Rohan Ranga Rajan, Aryaman Uchil and Ansh Bhargava who are the product of SCA academy and are now the Pioneer players of Singapore national senior team.
These players came through a system which was well adopted and established through the junior development program. Now call the JCDP ( junior cricket development program ) showing the new batch of players in the likes of Aryaveer Chaudhary, Sidhanth Srikanth, Kabir Zandani, Arjun Nagpal and many more talented players who represented SCA academy in GIIS U-16 T20 tournament from 20-24 Jan 2020.

 

Not only this, the SCA academy broke the winning streak of GIIS after 4 years by beating them in the final on the 24th of Jan 2020. Sca academy chased down the target of GIIS in a long but competitive level in the final. Chasing down the mammoth score of 148 /2 in 16.5 overs. Sidhanth Srikanth and Arjun Nagpal again showing some great batting performance to chase down the target with ease
